Why Does Install of etrailer Hitch e98909 Require Removal of Rear Crossmember/Hitch

Question:
You can absolutely still use the step on the bumper of your 2016 Chevrolet Colorado once the etrailer Trailer Hitch Receiver # e98909 is installed. The hitch does remove the spare tire support brace that goes directly under the step, but between the bumper mounting hardware and the trailer hitch receiver sitting directly underneath the step that gives you the support the step needs. Why is this not needed any longer. Looks like some other hitches replace this piece after assembly. Can this be modified to accept the original brace?

The reason the etrailer hitch part # e98909 requires the removal of the factory crossmember/hitch is because it basically replaces it.
