Can this be used when driving around the city..i.e. tight turns, backing up and such? Or does it need to be removed and a traditional ball mount have to be used?

The Equal-i-zer Weight Distribution Hitch # EQ37060ET you were looking at allows backing up while it is still attached along with tight turns, so this hitch will work perfectly for city driving.
To make sure this is the correct hitch for you, you will need to confirm your total tongue weight.
Total tongue weight is the tongue weight of your fully loaded trailer plus the weight of any cargo behind the rear axle of your tow vehicle. The easiest way to get an accurate tongue weight measurement is with a tongue weight scale like the # e99044 but there are other methods outlined in the included help article.
The # e99044 works with total tongue weights between 200-600lbs, so as long as that matches your measurement this is a perfect option for you.
If your total tongue weight is outside of this range just let me know and I would be happy to make a different recommendation for you.
