The EcoHitch Hidden Trailer Hitch Receiver - Custom Fit - 2" # 306-X7326 you were looking at for your 2014 Kia Soul will work with platform style bike racks just fine.
This rack has ratings of 300lbs tongue weight and 2000lbs trailer weight making it similar to a Class I hitch, but since it has a 2" receiver it does not have a specific rating and will work with the vast majority of bike racks.
For a platform style bike rack compatible with this hitch I recommend the Swagman Chinook Bike Rack for 2 Bikes - 1-1/4" and 2" Hitches - Frame Mount # S64683 which can accommodate two bikes weighing up to 45lbs each with tires up to 3" wide.
