Question:

How are the 85-degree/95-degree brackets placed on the angled cross member? Does the 95-degree bracket get installed on the inside position e.g. lower on the angled crossmember, and the 85-degree bracket get installed on the outside position e.g. higher on the angled crossmember, or visa versa?

You are correct. You will want to mount the longer 95 degree bracket of the CE Smith Heavy Duty, Vertical Bunk Brackets - 85 and 95 Degree Set # CE26233-34GA on the lower section of the angled crossmember on your boat trailer, and the 85 degree bracket on the higher section of the crossmember.

In addition you will need 1/2" diameter U-bolts to secure the brackets to the crossmember. If your crossmember is 3" x 3" then I recommend the CE Smith U-Bolts - Galvanized - 3-13/16" Long x 3-1/16" Wide x 1/2" Diameter - Qty 4 # CE15283GA-4.

If your crossmember is a different size then just let me know.
