As for if you can carry two kayaks lying down side by side, it's unlikely, but depends on your kayaks. Kayak widths can range from 22" to 30". If you have saddle-style kayak carriers like the Malone SaddleUp Pro # MPG110MD and your kayaks are less than 24" in width, then you can set them up side by side.
If your kayaks are too wide though, you can get two J-style carriers like these from Rhino-Rack # S510 and mount them on their side. In that configuration, they will definitely fit in terms of space, but just make sure to stay within the roof weight capacity of your 2018 Chevrolet Impala.
