Based on my on the information available for your 2017 Airstream International Signature 27FB I was able to find that you have torsion axles, but while I believe your trailer uses Dexter axles I was not able to confirm this.

You will want to check the axle tag located on the center of the axle facing rearward as this will have the brand of axle, and the axle rating.

If it is a Dexter torsion axle you will need to know which number axle yours is, and what the axle rating of each axle is.

For example if you have 3500lb axles you will need the Torflex Lift Kit - Tandem Axle - 2-5/8" Lift # K71-707-02 which fits # 10 torsion axles rated between 2300-4000lbs.

If you have heavier duty axles you will need the Torflex Lift Kit - Tandem Axle - 2-7/8" Lift # K71-724-02 for #11 Torflex axles rated between 4100-6000-lbs instead.

Both of these options require the axle to be mounted to the frame on the side, and not the top, and do not fit with the 3" high lift brackets. While not exactly 3" as you mentioned in your question, these options are the highest lift available for these specific axles.
