The etrailer # e53AR Class 3 trailer hitch you'd looked at is a confirmed fit for a 2004 Dodge Dakota. The hitch has a 5000 lb towing capacity and a 500 lb tongue weight capacity. According to information I found online, the 2004 Dodge Dakota can tow up to 6600 lbs for a regular cab 2WD with the 3.92 rear end. Towing capacity is lower for 4WD vehicles and models equipped with the Club or Quad cab. The actual towing capacity will depend on the cab configuration, whether the vehicle is a 2WD or 4WD and the gear ratio of the rear end.
I've linked to the installation instructions for the hitch you'd looked at.
