will this fit a 1997 dodge dakota

I do have a great option for you, however the Draw-Tite Max-Frame Trailer Hitch Receiver # 75648 that you referenced will not fit your 1997 Dodge Dakota. This particular hitch is designed for certain model years of the Dodge Journey and it will not line up with the frame rails on the Dakota.
I instead recommend the etrailer Class 3 Hitch # e53AR that will line right up to existing holes in the frame rails of your truck for a no-drill installation and features a nice hidden cross-tube design that allows for a sleek appearance. I have attached the written installation details for you to check out.
