The Curt Solid Steel 2" Hitch Bar with Raw Finish - 10" Long # D29 you were looking at is meant to give you a starting point to make you own hitch accessory for a 2" trailer hitch receiver.

For towing you would need a ball mount with a hitch ball like the Curt Heavy Duty Forged Ball Mount with 2-5/16" Ball # C45331 which has a 15000lb towing capacity, but keep in mind that you will be limited to the lowest rated component which could be the ball mount, the trailer hitch receiver, or the vehicle.

There is not a way to increase the towing capacity of your 1997 Dodge Ram Pickup past the factory towing capacity.
