For the tongue weight you mentioned of 360 lb dry the Curt weight distribution system # C17052 would be rated too high and would give you a pretty harsh ride quality. The # C17051 with it's range of 600 to 800 lbs would be a much better option once your trailer is loaded and would have a higher tongue weight.

Spring bars are made from spring steel which allows them to flex a bit. This allows you to have the support they provide but since there's give in the bars the bumps in the road are cushioned. If you go with a system rated too high the bars don't give at all and you end up with a harsh ride quality.
