I bought 17.5 steal wheels and tires for my fithwheel from E-Trailor the holes in wheel are flat can I use my original lug nuts that have a taper to them

You can't use conical/tapered lug nuts like the # 12CLN on wheels with flat bolt seats; instead you'll want to use a lug nut with a flange like the Flange Wheel Nut - 5/8" # 95188.
If you can tell me which wheels you've got and the lug bolt size, I can confirm this is the correct part for you.

I have bought 17.5 inch steel wheels for my fifth wheel. These are 8 lug 9/16 studs. Should I use cone style lug nuts or flat? Thanks
