The cable will not move either way. It is not even hitched. Did work fine when installed . Its like the cable is frozen.

The cable on the Ranch Hitch, # AM3100, can be a little tricky, especially when the bracket is not mounted. Some common issues are that it may appear to be in the unlocked position but it may not actually be. Moving the handle back and forth usually helps.
Sometimes it has to be pushed in or pulled out all the way before it will go back the other way. On the hitch part itself you can try giving the mechanism inside that actually moves to secure the ball a little persuasion while somehow else engages/disengages the handle. There could be some debris that is preventing normal operation.
If nothing works to get it back to normal operation, there could be something broken inside. For a replacement you can use # AM3112.
