Is the brake system included for my 2013 GMC Sierra? How much more is it and how difficult is it to install?

In order to use the Blue Ox Avail Tow Bar part # BX7420 on a 2013 GMC Sierra 1500 you'll need the Blue Ox Base Plate Kit part # BX1674. In regards to a supplemental braking system, this is separate and for this I recommend the Blue Ox Patriot Portable Braking System part # BLU37TR which is one of the easiest to install options.
