Removing Bolt of Replacement Socket Head Cap Screw 128969

Question:
Having a hard time trying to take the bolt out to replace the gear for the steps, does the shaft turn, or just the threaded part, I have tried heat on the threaded end, also liquid wrench. Thank you

I checked with Lippert for help on this and they sent me the attached install instructions for you to check out that cover removing the bolt. Basically there will be Loc-Tite so heat is required but in some cases there is a tack weld that will need to be ground off.
