Does Install/Removal of Replacement Socket Head Cap Screw Require Step Removal

Question:
My Socket Head Cap Screw sheared off I always wait until the stairs are fully extended before stepping on them. The cap screw has a tack weld and can not be accessed with an angle grinder. I have an 1.5” opening to work through, but the tack weld is about 7” back. Do I have to pull the stair box not sure that’s the right term? Even if I do, I see no other access.

Thank you for the picture of the bolt you need, based on that the correct part is the # LC128969 that you referenced. We have checked in the past and removal of the step assembly is required. See attached picture.
