Does the stabilizer keep the dolly from moving side to side?

Yes, since the Demco Kar Kaddy SS Tow Dolly # DM9713045 has a steerable axle the Steering Stabilizer Shock # DM01729-30 is designed to help limit the side to side movement so you have more of a stable towing experience. If the shock on your tow dolly is in bad shape then I recommend replacing it and make sure to apply a light film of oil periodically to the arm to help prevent rust (per the manual).

I found a few people who had this problem online and the solution was to really tighten the wheel straps to the wheels of the vehicle that is getting towed.
