If the steering stabilizer shock on your Demco Kar Kaddy SS Tow Dolly part # DM9713045 has gone bad then the wheels on the tow dolly may shimmy a bit while driving down the road or you will see oil around where the shock mounts as this would point to signs of the seal being blown. The other option is just to remove the shock and make sure it rebounds correctly. If you do need to replace this then we have the Replacement Steering Stabilizer Shock for Demco Kar Kaddy Tow Dolly part # DM01729-30. There really isn't a time frame that they need to be replaced by.
