The 2013 Subaru Outback does not have factory trailer wiring, which means there isn't a strictly plug-and-play brake controller for this vehicle, so you'll need to add the wiring to your Outback to use a brake controller. You'll need to start with a 4-way, the T-One Vehicle Wiring Harness # 118467 followed by the Universal Installation Kit for Trailer Brake Controller # ETBC7, which will give you a 7-way connector, circuit breakers and the rest of the hardware needed to install a brake controller.
The Tekonsha Prodigy P2 Trailer Brake Controller # 90885 will also require the Brake Control Plug-In Harness # 20127 in your 2013 Outback. The "plug-in" portion of this means it will plug into the brake controller, and it has wires on the end which splice into your wiring to activate the brake controller. This, along with a trailer hitch for your '13 Outback, such as the Draw-Tite # 75673 which I recommend, will give you an effective towing set up.
