I'd like to install the draw-tite 76227 trailer hitch as well as a 7-way connector for a brake controller on my 2019 subaru outback. can you tell me what I need?

You can install a 7-way connector on your 2019 Subaru Outback since you plan on towing with the Draw-Tite Hitch # 76227, and to do so you'll need to start with a 4-way connector, the T-One Vehicle Wiring Harness # 118467. This will simply plug into connection points in your Outback's cargo area so no type of splicing is needed. I have added a link to the instruction manual and an install video on a '19 Outback for you.
The next thing you'll need to add is the Universal Installation Kit for Trailer Brake Controller # ETBC7 which will give you a 7-way connector, circuit breakers and the rest of the hardware needed to install a brake controller. I have added a link to a help article on installing this kit which I highly recommend taking a look at.
Then for a brake controller the Redarc Tow-Pro Elite Trailer Brake Controller # RED44FR is an awesome option because its control knob which keeps a bulky unit out of the cab of your Outback, and because of the control it gives you over the braking power on your trailer.
