I took a look at the online version of the owner's manual for your 2019 Subaru Impreza and it doesn't get too specific with regards to what models (manual transmission, AWD, etc) can be towed with all 4 wheels on the ground. It simply lists a few steps that need to be followed before doing this, which seems to imply that it can be safely accomplished without issue.
You will want to read these steps in your copy of the owner's manual before proceeding, which can be found within the "Towing" section. I also highly recommend verifying the vehicle's towability by checking with a local Subaru dealer or even contacting the manufacturer directly
In order to flat tow your vehicle you will need a base plate kit, a tow bar, safety cables, a lighting solution, and a supplemental braking system. If you don't have these already I will list my recommendations below:
