Yes, the Draw-Tite Front Mount Trailer Hitch Receiver part # 65074 is listed as a fit for a 2019 Toyota 4Runner TRD Off Road Premium and it should not interfere with the kinetic dynamic suspension system (KDSS). The Draw-Tite Front Mount Trailer Hitch Receiver is a bolt-on fit so there will be no cutting or drilling required. I have attached an install photo of what the hitch will look like while installed for you.

Will it interfere with the removal of the OEM skid plate to change the oil filter?

@Bill When installing the Draw-Tite Front Mount Hitch # 65074 you will need to remove that OEM skid plate prior to installing this hitch. With how the hitch mounts the OEM skid plate will likely stay removed unless it is modified to fit around the hitch. So yes, with this hitch installed you will have interference with removal of that OEM skid plate. What year, make and model are you looking for a front hitch on?
