Can these wheels take a hub cap? Also, if I buy a couple, what would I have to do to paint them?

Yes, you can use the Dexstar Solid Center Steel Wheel part # AM20102DX with a standard hub cap like what you might find at a local automotive parts store. If you are just looking for a center cap we have the Americana Trailer Wheel Center Cap part # AM90113 as well.
In regards to repainting you would need to sand down the existing powder coat, prime the surface, apply your base, and then finish with a clear of your choice. I have done many wheels in my day with a rattle can and they have all turned out pretty well with just a bit of prep work.
