I have a 2019 Toyota Highlander. It’s factory wired with the 4way plug. I’ve purchased the 4 way ton7 way adapter. Will the wireless brake controller, once plugged in, charge the batteries on my trailer at the same time?

The Curt Echo Trailer Brake Controller # C51180 won't itself provide any charge to your trailer mounted battery, but you certainly can still have a 12V power wire ran from the 7-Way to the battery for this purpose with the Echo in place. The Echo will not interfere with this circuit.
When installing the 4-Way to 7-Way Adapter like # 30717 on your Highlander please note that you will still need to run the black power wire up to the vehicle's battery using some 10 gauge wiring # 10-1-1 (sold by the foot) and a circuit breaker # 9510. This circuit needs to be active both for the Echo and your trailer battery charge line.
Then to get a maintenance charge to your trailer battery when connected you will just run a length of wiring from the trailer's 7-Way at the 12V circuit pin (1 o'clock position when looking at rear.inside of connector) to the battery.
