For your 2019 Chevy Volt the 2 inch EcoHitch part # 306-X7338 is a really great option for a trailer hitch. The best way to find an installer is to look for a local garage to you with a good reputation and let them do the install. Hitch installs are very basic for mechanics based on the difficulty of most of what they do day to day so any qualified mechanic would have no problem at all with the install.
