The Curt Class III Receiver Hitch # C13016 referenced in your question is indeed rated for use with a weight distribution system. When a weight distribution system like the Reese Steadi-Flex # RP66560 you referenced is used with the hitch its towing capacity increases to 10,000 pounds and its tongue weight limit increases to 1,000 pounds (compared to 6,000 and 600 respectively without a WD system).
Please just keep in mind that you will still always be limited by the capacities of the vehicle itself. I recommend verifying the limits of your vehicle by checking your copy of the owner's manual.
This particular hitch is confirmed to fit your 1990 GMC Van as long as it is the full size model that doesn't have the step bumper.
