There is a great option for your pop-up camper, the Swagman Roamer LT Roof Rack for Pop-Up Campers and Camper Shells # S80510, which will permanently install on your pop-up so you can carry your bikes or other gear.
The Swagman Roamer uses square crossbars which are 84-5/16" long x 1-3/16" wide x 1-3/16" tall, though they can be cut to length if you need shorter bars. The rack installs easily by bolting onto your pop-up, as you can see by the linked installation instructions. It is made of steel and has a powder-coat for corrosion resistance and comes with a lifetime warranty.
For bike racks that will work with this roof rack I highly recommend the Yakima FrontLoader # Y02103 because it is a wheel-mounted bike rack that won't require you to remove your bike's wheels to carry them. The FrontLoader has a sliding rear wheel tray to accommodate different size bikes, will mount bikes that have wheels from 20" to 29" and up to 3" wide.
The FrontLoader will fit crossbar spreads of 16" to 48" which is perfect for the Swagman Roamer, because you can space the crossbars at the interval which works best for you. This bike rack also has an integrated locking cable which secures your bikes to the rack and can also lock to the roof rack so you can protect your investments. To do this you will need the Yakima Same Key System (SKS) Lock Cores # Y07202.
This is a quantity of two (for the cable lock and to lock it to the rack) so if you need multiple FrontLoaders and want them all keyed alike you can get the the Lock Cores in a quantity of 4 at part # Y07204, a quantity of 6 at part # Y07206 or a quantity of 8 at # Y07208.
I have added a link to a video review of the Yakima FrontLoader # Y02103 and lock cores, as well as a photo a customer sent in showing the Swagman Roamer LT Roof Rack # S80510 being used to carry bikes so you can see how it would be used for your application.
