Product info says this is for flat towing only, not trailer towing. Im looking to place a bike rack in top opening and would like to put a cargo carrier in lower opening, OR, use lower to pull a boat weighing less than 3500#. This product seems well built enough to handle these loads as tongue weight would be less than 400# . Will this hitch work for me? If not, what will?

You can use Curt Multipurpose Ball Mount part # D210 to both tow your boat trailer AND use your hitch cargo carrier. Please refer to the linked photo. This item has 500-lbs tongue weight capacity for the receiver and 750-lbs for the ball mount part you'll use to tow. Please note that when mounting an accessory in this receiver, your hitch's tongue weight capacity will be reduced by 50 percent.
For a hitch ball you can use # 19260 for a 1-7/8-inch, # 63845 for a 2-inch or # 63847 for a 2-5/16-inch ball.
Roadmaster Dual Hitch Receiver Adapters # RM-077-6 and # RM-077-4 are meant only for use with a tow bar in the lower receiver and a hitch-mount accessory carrier in the top one. These cannot be used with two accessory carriers nor to tow a trailer.
You'll want to make certain that any accessory carrier you use is rated for use on the rear of a motorhome.
