Question:

what is the smallest size rim I can use on dexter 10 inch brakes with 5 on 4 1/2

For Dexter hub/drums that are 10 inch diameter like the # AKHD-545-35-EZ-K the smallest wheel diameter you can go with is 13 inch like the # AM31994 which is a tire size of 175/80R13 mounted on a wheel with a 5 on 4-1/2 inch bolt pattern.

I guess my question is why 12" Rims won't work? I have STR145R12 's and the 10" Dexter drums will fit the rim?

@BobD The hub mounting flange and drum are going to be too large to allow the wheel to fit over it. Since the wheel is smaller there's just not room for that large of a drum to fit.
