If you have the OEM wiring on your 2003 Dodge Dakota then you should be able to tee off of the brake light circuit (if it is isolated) for the 3rd brake light and then tee off of the 12V power wire and use a switch like part # PK34513 to turn the dome cap light on and off separately from the other lights on your Dakota.
If you don't have the isolated brake light function then you want the Pacer Performance 3rd Brake Light Logic Module # PP20-702 which isolates the brake signal apart from your turn signals. Simply run wire from this to your 3rd brake light and then tee off of the 12V wire for the dome light like I mentioned above.
The only way that the dome light solution won't work is if your Dakota stops sending power to the 12V circuit when you turn your vehicle off. If that is the case and you want to be able to flip the switch for the cap light freely you need to run 10 Gauge Wire # 10-1-1 from your battery back to the switch.
