Lawn and Garden Craftsman Trailer Tire - the stamped ID #s on the actual tire read: 16 x 6.50 - 8, is that the same as 165/65-8?

Yes, a 16.5 x 6.5 - 8 trailer tire is the same size as a 165/65-8 tire, measuring 16.5 inches in overall diameter as you can see by the accompanying diagram.
For a 165/65-8 tire we have the Loadstar K399 Bias Trailer Tire # AM1HP22 which is a load range C tire with an 800 lb capacity when inflated to its max 70 psi.
