Assuming that the military version of the 1985 Chevy C/K series trucks has the same tail light configuration as the civilian models you would start by installing a 4-Way connector using # C55312. If it does not have the proper connectors for this harness you would just need to hardwire in a 4-Way using # 18252. Then to hardwire in a 7-Way and a brake controller you will need # ETBC7. I have included some links that show and explain the ETBC7 installation for you.
For a brake controller I recommend the P2 # 90885 because it is easy to use and set up and it is reliable.
