The difference between a 2000 Toyota Tundra with a towable bumper and a non-towable bumper is that the model with the towable bumper will have a cutout in the center of the bumper for a hitch ball wheres the model with the non-towable bumper will not have a cutout in the center of the bumper for a hitch ball.
The trailer hitch receiver I recommend for your Tundra is the Curt Trailer Hitch Receiver part # 13184 because it will fit models both with the towable bumper and models with the non-towable bumper. This hitch has a Class III rating with a 2" receiver tube opening. I have attached an install video for you as well.
