Thanks. I'm considering using item HRLHPTC or HRHPN-13. Do you know if these hitch bolts fit into the threaded 1 1/4" shank on Hollywood Racks?

The other option is to use an adapter such as # HT02. This will allow you to use the 1-1/4 inch bike rack shank in a 2 inch receiver.

Both the Anti-Rattle Hitch Lock and Cable Lock for Hollywood Racks # HRLHPTC and the Replacement Threaded Hitch Bolt for Hollywood Racks # HRHPN-13 are compatible with the 1-1/4 inch shank on Hollywood Racks bike carriers. They are the same threaded bolt for the hitch, but obviously one of these parts includes the hitch pin lock and the cable lock that are keyed alike.
