Question:
My wife and I are buying bulls electric mountain bikes weighing 54 lbs each. What bike rack to you recommend for our 2016 Chevy Spark? I think I saw on here that each bike can only weigh 35 lbs?

You are correct that for most bike racks such as the Thule Passage # TH910XT a 35-lbs-per-bike weight capacity is fairly common. Some can handle more weight but since you want to load 108-lbs of bikes plus the rack's own weight on your 2016 Spark you will need a hitch receiver and hitch-mounted bike rack.
If you were to load two such bikes on a trunk-mount rack you would be talking a total weight of 120-lbs or more. This is simply too much of a load for a car's sheet metal.
Instead I recommend Class I hitch # C11433 which bolts on to the car's frame with included hardware; with it you will need Curt support strap # 18050 to help steady the bike rack you select.
For a bike carrier you can refer to the linked page that displays all 2-bike hitch racks that can handle heavier electric bikes and that will fit this hitch. We list each rack's weight capacity in the specs section.
For the nicest option we offer you might consider the Thule EasyFold # TH903202. This premium option offers 65-lbs-per-bike weight capacity, it includes locks fr the rack itself and your bikes, it weighs only 45-lbs and it includes a loading ramp so you don't have to lift the bikes to load them. Check out the linked video for more on this carrier and be sure to check your owner's manual for the car's capacity.
