How Tight Should Frame Bracket Plates Be When Installing Fastway E2 Weight Distribution System

I am replacing my E2 outside bracket on my RV. My question is when replacing it should I snug the bracket down tight or should it have some play? Specifically-do I tighten down the top 2 nuts down as tight as I can? Thank you for your help.

I checked the install instructions for the Fastway E2 Weight Distribution Systems and they state to torque the spring bar hangers that attach to the channels of the frame to 65 ft lbs. If you under tighten them the hangers may "walk" along the frame over time.
