The Bulldog Round Snap-Ring Swivel Jack # BD151464 referenced in your question is indeed a weld-on trailer jack. It is designed to mount onto the Weld-On Bracket # F500242 with the Snap Ring # BD500241.
For a similar trailer jack that uses a bolt-on bracket, I recommend looking at the Pro Series Round, Snap-Ring Swivel Jack # PS1400300303. This 2,000 pound jack has a total lift of 10 inches and an outer tube diameter of 2-1/4 inches. The bolt-on bracket, mounting hardware and footplate are all included.
