Will this tow bar be able to use a 11/4 box receiver for a bike rack? Also, I have a 2009 Mini Cooper S car this would be used on. Thanks!

The Roadmaster EZ Base Plate Kit, # 521877-1, is specifically designed to be used with the removable arms that come with it in order to flat tow the vehicle behind a motor home so a bike rack will not fit.
For your 2009 Mini Cooper S, I recommend the rear mounted Curt Trailer hitch, # 11130. This is a class I trailer hitch with a 1-1/4 inch square receiver. You will need to make sure that the bike rack you plan to use is compatible with a class I trailer hitch and, on class I trailer hitches, you are limited to carrying 2 bikes. I have included a link to the installation details and a video showing an installation for you to view.
With this trailer hitch, any non-trailer load, like a bike rack, would need to use a stabilization strap to be in compliance with the manufacturer warranty requirements. You can use # 18050.
If you need a bike rack compatible with a class I trailer hitch, I recommend the Swagman Trailhead 2 Bike Carrier, # S63360. This rack features anti-sway cradles and it tilts down to allow for better access to the rear hatch of the vehicle. I have included a link to the installation details for reference.
