We do offer a complete hitch installation hardware kit confirmed to have all the correct original-specification parts you need to safely install a trailer hitch like the Curt # 13535. Do please note this hitch does NOT fit your 1999 RAV4; it is a fit for model years 2002 through 2006 only. The correct Curt hitch for your car is part # C13524
