Will this work on a truck with the tailgate down or is it not long enough?

You can measure the space between the underside of your open tailgate and the top of your hitch receiver tube to see if there is enough space for the Brophy Hitch Stair with 2 Steps # RHS2. From the top of the step's 2-inch shank up to the top surface of the upper step the distance is 5-1/4-inches. If the bottom of your open tailgate is more than 5-1/4-inches above the top of the hitch opening then the tailgate will open with the step in place. Please refer to the linked photo.
When installed using the most forward hitch pin hole (for the greatest clearance) there will be 6-1/2-inches from this hole to the forward-facing edge of the top step.
