I have an 2008, f250 super duty 4x4 crew cab, 6.5foot bed, 6.4L, 5speed auto with tow command, 3.73 axle. My conventional tow is 12.5k according to factory hitch and guide. Can I upgrade my hitch to tow 14k like the 2011F250, which is still below 5th wheel capacity15.2k for mine and should be below the GCVW. The boat Im looking at is 12.5k off the trailer.

For a trailer hitch with more towing capacity than you'd need the Curt hitch part # C15810 would be an excellent option. This hitch as towing capacities of 20,000 lbs which would work well for you.
As long as you are sure you under the truck's capacity still this would allow you to tow your trailer. You should note that this is a 2-1/2 inch hitch so you may need a compatible ball mount like with part # C45456 which also has a 20k capacity.
For a hitch ball you'd then want the part # 63840 which is also a 20k hitch ball.
