Is the 12v power wire still orange on the 2016 F150. Should that circuit already have a circuit breaker?

Sounds like you are wiring up a 7-way to a 2016 Ford F-150 with a 4-way. The orange 12 volt power wire that is ran to the connector on the rear frame is already active and does not need an additional circuit breaker.
