Some reviewers say they didnt have to lower the muffler or drill. Is this true with a 98 Volvo S70?

Curt does not specify which vehicle models require drilling or temporarily lowering the exhaust when installing hitch # C12211. It would appear that the 2000 Volvo XC70 does not require lowering the muffler but no work on drilling. I assume on some 1998 models drilling is not required. The bottom line is that you won't know for sure until it is time to install the hitch. I have linked the instructions for you.
If you are going to use a hitch for a bike rack or cargo carrier then I recommend Draw-Tite hitch # 36262. The reason for this is that Curt requires the use of stabilization strap # 18050 when using their hitch with a bike rack or cargo carrier per their warranty requirements. Draw-Tite does not have that requirement so you would not have to worry about using a strap.
