I tow an 18000lb three axle trailer with 7000lb axles. Two trips over the mountains and I have to replace the brakes. Is there a lining that has more thickness?

Mountains can be hard on brakes for trailers and vehicles. What you described sounds like you may want to adjust the braking of your controller. Do you have a proportional controller? Is the trailer doing more of the braking than the vehicle?
Have you considered going to a disc brake system? A Kodiak kit part # K2HR712D will fit your 7k axles and will give you much more powerful brakes that won't fade or wear out near as quick as drum brakes.
You would also need the actuator kit part # CAR-HBA16-2 and a compatible brake controller like the P2 part # 90885.
