Does this fender come with the right and left side and with built in lights??

These Fulton Plastic Fender with Top Step - Black - 14 inch Tires, part # F00854, can be used on the left or right side of the trailer. That is why there is not a left or right side fender you can pick from on our site. You would need to order 2 of them if you need fenders for both sides of your trailer.
These fenders do not come with lights pre-installed on them. You would need a Right Fender Clearance Trailer Light, Prewired - Amber and Red, part # BA44FNR, and a Left Fender Clearance Trailer Light, Prewired - Amber and Red, part # BA44FNL, if you wanted to add lights to your trailer.
