The Curt Trailer Hitch # 13138 will fit on your 2008 Ford Ranger with a full sized standard spare tire mounted on the bottom of your truck. This hitch is specifically made to accommodate the spare tire carried under 2008 Ford Rangers and our customers have not had issues installing this hitch on their trucks with spare tires mounted.
If you plan on doing some towing I recommend the etrailer ball mount kit # 989900. It comes with 2 ball mounts, 2 balls, a hitch pin and clip and a storage bag. For trailer wiring use Draw-Tite Wiring Harness # 18252.
I have attached an installation video of the Curt Hitch on a 2006 Ford Ranger which is the same process for your 2008 Ford Ranger you may find helpful.
