Question:

I have a curt 16521 hitch with rollers. I would like to replace the rollers with standard legs, I would also like to reduce the height by 2 inches from 17.5inch to 15.5. the lowest height with the rollers is 17.5. Can I reduce the height by just replacing the legs or is there a difference in the hitch assembly that comes with the 16521 that will not allow a lower adjustment?

Yes, if you wanted to convert your Curt Q16 fifth wheel hitch part # C16521 to a stationary hitch you could just replace the slider with fixed legs, part # C16920.

This will essentially give you the A16 hitch part # C16120. The height range of this hitch is 13-17 inches.
