Expert Reply:
The trailer wiring harnesses for the 2013 Subaru Outback are 4-Way flat connectors that control the trailer lights but you can still hardwire in a 7-Way and add a brake controller to operate the electric brakes on the trailer.
First you will install the 4-Way using either # 118467 or # C56040. Then to add the 7-Way and the wiring for a brake controller you will need # ETBC7. I have included some helpful links that show and explain the ETBC7 installation for you.
If you do not already have a brake controller I recommend the P2 # 90885 because it is easy to set up and use and it has proven to be a very reliable controller.
