On the 2012 Honda CR-V Roadmaster Base Plate Part# RM-521567-5. Does this include all the wiring for the brake lights etc.

Roadmaster EZ5 Base Plate Kit # RM-521567-5 consists of the main base plate assembly that bolts on to the CR-V and the removable twist-lock arms that connect to a compatible tow bar like the Falcon All Terrain # RM-522. Lighting/wiring components for the towed vehicle are not included with the kit but you can see such items using the linked page.
Wiring/lighting kit options for your CR-V include custom-fit plug-in harnesses like the Hopkins # HM56304, magnetic light kits like # TL21RK and diode kits like # RM-15247 that are a one-time wiring install.
