The Thule replacement knob you referenced, Replacement Locking Anti-Rattle Knob for Thule Apex Bike Racks and Rain Gutter Foot Packs # 753-0073, fits several Apex bike carriers and Thule's rain gutter type roof rack foot packs. The knob fits an M8 metric bolt (7.974-mm diameter) with a 1.25mm thread pitch according to my contact at Thule.
