I have attached a diagram that shows how the Dexter Electric Over Hydraulic Brake Actuator, part # K71-651 needs to be wired. You may want to check the wiring to make sure it is wired correctly and none of the wires show any signs of damage. Make sure any of the connections are not corroded or damaged and repair as needed.
There are 2 tests you can run to make sure you know if it is a bad unit or not.
First, connect the white wire to the negative post of the battery. Then connect the black wire to the positive post on the battery. The unit may click but should not run. If it does run, it is a bad unit and needs to be replaced.
Second test. Leave the white wire connected to the negative post on the battery and connect the yellow wire to the positive post on the battery. The unit should run. If it does not, the unit is bad and needs to be replaced.
The # K71-651 does have a 2-year warranty so you would need the serial number of the unit and contact Dexter for a replacement if needed.
